Theres players that are in this league that continually play in non-competitive ,but they should be in competive , two or three seasons in a row(or more) ,these players have stellar seasons , there good players not sayin no names .but, you know who you are..

 I myself believe Im ready to be in competitive soon,   but some of these players should have no choice but to play in competitive, due to there skill level , obiviously its lop-sided when teams that are damn near trash, use there one good player for majority of there matches;;
Im saying if  outta of 11 games if you consistently win 8 or 9 of them ,you need to be in Competitive.  ...

Any team at any skill level is allowed to play competitively as long as there is room for the team to be scheduled in the competitive division on the night that they desire to play.  Furthermore there are teams that could be competitive but can not field a team the night that the competitive teams play.
 
The projected playing ability for each player's last 5 seasons of participation is calculated, then added to their team mates abilities, then averaged to create the teams average playing ability.  When a teams average playing ability reachs .575, then the team must play competitively as long as there are enough teams to field a competitive division on the night that they wish to play.
 
Non-competitive teams can have competitive caliber players on their roster.  If there is a team out there that is dominating non-competitive talent, then in time they will be moved-up or will have to change their roster.
